Burroweed.
Isocoma tenuisecta
Aster (Asteraceae) family.

The rayless flower heads are in rounded clusters at the tips of the woody stems. The leaves are alternate, dark green, small, thickened, gland-dotted, and pinnately-lobed with linear, point-tipped lobes.
